Task description
Between 1982 and 1990 Staring was in charge of different decentralised units of the Governmental Agricultural Extension Service. During this period he guided the privatisation process in the north-eastern part of the Netherlands towards the establishment of the DLV organisation. From 1990 till the end of 1994 the main responsibilities involved the co-ordination of applied research activities and the restructuring of regional institutions in the south-western part of the Netherlands involved in the implementation of these research activities. Interaction with farmers' organisations was an essential part of the duties in both positions.
