Task description
In 1999 Staring Consult was heavily involved in the evaluation of the 1992-1998 Phare-financed agricultural reform programme in the EU candidate countries. Staring was responsible for the review & evaluation and subsequent reporting of projects with an AKIS component (extension, research, education).
